Also note that the Republicans want to drastically cut funding to the IRS, which is already underfunded. Perhaps if the IRS had an up-to-date computer system & were fully staffed, then collections on incorrectly reported income/losses could be pursued on a timely basis & the funds collected from the cheaters could pay down the “debt”.
